Major Donor Countries and Organizations' Activities


- Following the independence from the Soviet Union, the scale of ODA support from multilateral organizations significantly increased, while bilateral donor support (such as from the United States, Germany, etc.) surged in the early 2000s but has been declining since 2015.

- In terms of bilateral donors, the United States (19.8%, $173 million), Germany (16.4%, $143 million), and Japan (15.7%, $137 million) are prominent. Among multilateral donors, the Asian Development Bank (45%, $596 million), the World Bank (19.3%, $255 million), and the EU (11.8%, $156 million) are the major contributors.

- The largest share of ODA support has been directed towards energy and transport/storage sectors, followed by governance, health, agriculture, forestry, fisheries, water, and sanitation sectors.

- Continued infrastructure investment to remove major bottlenecks: transport, energy, water resources, and urban infrastructure services.

- Promoting investment environment reforms to expand employment: public sector management, health, and education.

- Integrated support for food aid and value chain development, water resource management, and climate change adaptation: agriculture, natural resources, and rural development.


Country Partnership Strategy (under preparation for 2021-2025)

- Strengthening infrastructure investment: energy, transport, urban development.

- Investment environment reforms and capacity development to expand employment: public sector management, vocational training.

- Integrated support for food aid, water management, and climate change adaptation: agriculture and natural resources.

- Human resources and resilience: 1) Strengthening education services, 2) Enhancing health services, 3) Strengthening community resilience.

- Public institutions and sustainability: 4) Improving financial viability of public electricity and water facilities, 5) Enhancing efficiency of customs/statistics offices.

- Promoting private sector growth and market formation: 6) Improving business environment and promoting sustainable trade, 7) Reforming public infrastructure to prepare for increased private activities.

In addition to the health and agriculture sectors emphasized in Tajikistan's development strategy, Germany has also provided additional support in governance and education. Multilateral organizations have focused on the energy and transport sectors.


The United States, aside from agriculture, water, and sanitation, has emphasized the employment and human rights protection of migrant workers in terms of democracy and governance. The creation of jobs and issues related to overseas migrant workers are significant areas for improvement related to SDG 8 (Decent Work and Economic Growth).


The Asian Development Bank continues to support transport, energy, infrastructure, and the public sector, constantly updating strategy documents based on the environmental changes and ongoing needs of Tajikistan.


The World Bank has emphasized education and health sectors for human resource development, and energy and transport infrastructure. In the past, there was significant support directed towards the agriculture sector.
