 (1) Industrial Sector


Development Needs in Tajikistan


- The National Development Strategy 2030 focuses on establishing value chains in the manufacturing sector to enhance the competitiveness of Tajik products both domestically and internationally and to promote import substitution policies.

  - Issues in manufacturing include low quality, high production costs, and lack of investment due to inadequate tax and financial systems.

  - Emphasis on the importance of human resource development for new technology adoption and the utilization of innovative technologies, aiming to strengthen market competitiveness through the establishment of industrial clusters.

  - Pursuing an increase in the share of manufacturing and the creation of quality jobs by 2030.

- During the Korea-Tajikistan Economic, Technical, and Scientific Cooperation Joint Committee meetings and high-level talks, cooperation for industrial development and support from Korea was discussed.


Basic Directions for Support


- Foster Tajikistan's current comparative advantage industries and future industries.

- Strengthen manufacturing, and enhance technological and institutional capabilities for import substitution and export expansion.


Goals by Sector


- Enhance industrial technology capabilities to add value to existing resources such as textiles, agricultural products, minerals, and water, promoting SMEs and job creation.

  - Support technical guidance and research capacity building for high-value-added labor-intensive textile industries, such as processing cotton, which accounts for 60% of Tajikistan's agricultural production with an annual output of 100,000 tons.

  - Support sustainable utilization of natural resources like water and minerals, and industrialization of primary agricultural products.

- Support industrial promotion policies and development systems to activate economic zones and light and manufacturing industries, and advance into the digital economy and industrial era.

  - Strengthen the management and support capabilities of the public sector for effective operation of economic zones and industrial clusters being established nationwide.

  - Support standardization and management of export/import processes for securing export competitiveness, and enhance connectivity with regional and neighboring countries.

  - Strengthen public data and e-government capabilities to lay the foundation for the development of the digital economy.


(2) Education Sector


Development Needs in Tajikistan


- The National Development Strategy 2030 prioritizes expanding access and equity in education from kindergarten to university, improving quality, enhancing vocational education to meet industrial needs, and strengthening competitiveness and innovation through technical and scientific education and research capacity.

  - Considering the relatively high population growth rate and young population, improving the capacity and quality of kindergartens and vocational education institutions is necessary.

  - There is a need to expand modern education infrastructure and strengthen teacher retraining.

  - It is necessary to strengthen scientific and engineering education capacities of higher education institutions to meet industrial needs and support industrial development.

- During the Korea-Tajikistan Economic, Technical, and Scientific Cooperation Joint Committee meetings and high-level talks, education and human resources exchange were included as major cooperation agendas.

  - Tajikistan hopes to expand opportunities for young Tajiks to study in Korea.


Basic Directions for Support


- Improve the quality and accessibility of basic education through the support of educational informatization using ICT.

- Expand opportunities and quality of technical vocational education and higher education to cultivate a quality workforce and future talents.

- Particularly enhance access to vocational and higher education for youth and women to make labor potential visible.


Goals by Sector


- Enhance access to education and develop human resources for future industries through educational informatization by supplying IT equipment, educational informatization, and e-learning.

  - Support the expansion of remote education using IT education and edutech to improve educational access in mountainous areas with low internet penetration.

  - Support the establishment of national policies and master plans for educational informatization to strengthen policy capacity and lay the foundation for smart education development.

- Expand opportunities for basic vocational education and strengthen teacher capabilities to cultivate skilled labor, enhance job and entrepreneurship capabilities, and promote employment.

  - Strengthen the infrastructure and practical education capabilities of technical vocational training to timely train technical personnel in line with labor market demand and expand employment opportunities.

  - Expand educational opportunities for youth and women, who have relatively high population and overseas employment experience, to strengthen employment and entrepreneurship capabilities in domestic SMEs.

- Cultivate advanced professionals by expanding opportunities for training master’s and doctoral level talents and support educational reforms in higher education institutions.

  - Strengthen the capacity of professional personnel for national management and R&D through programs linking domestic and overseas (regional, Korean) higher education support in Tajikistan.
